CU of a notice reading C/U of a poster reading; "NATIONAL APPEAL. VOLUNTEERS URGENTLY REQUIRED. Men, women and children must be fed. Essential services must be maintained. For these purposes volunteers are urgently needed. ARE YOU PREPARED TO SERVE?" A policeman stands in the open doorway of a bus. People getting off a bus driven by a volunteer, a policeman stands guard. Men unload a cart full of milk churns and load them onto trucks. VS men, wearing slacks and suit coats, use shovels to fill a skip full of coal. Crowd Shot. Two shots of military soldiers standing guard at a railway yard.
