CU of a notice reading C/U of a poster reading; "NATIONAL APPEAL. VOLUNTEERS URGENTLY REQUIRED. Men, women and children must be fed. Essential services must be maintained. For these purposes volunteers are urgently needed. ARE YOU PREPARED TO SERVE?" A policeman stands in the open doorway of a bus. People getting off a bus driven by a volunteer, a policeman stands guard. Men unload a cart full of milk churns and load them onto trucks.
