SHIELDS-FARM ISSUES are the only really divisive issues in the elections, and REPUBLICANS have vulnerable seats in the midwest and southern farm states, so the issue could be politically explosive. CARTER asks whether the Democrats aren't just as bad in Farmers' eyes. SHIELDS says FARMERS are in a state of disaster, with floods and drought, yet prices are still falling rapidly due to imports. Discussion of past prediction that REAGAN could not veto a SUPERFUND BILL to clean up TOXIC WASTE.

ALAN CRANSTON (D-CA) debating, says the Senate must stay in session so that Reagan can't pocket veto the SUPERFUND bill. C/S Rep. BILL RICHARDSON (D-NM) says that the bill is extremely important. SHIELDS v.o.-both houses approved the bill, so the next fight will be to override a veto.

01.17.38-CARTER/SHIELDS-discussion of the political implications of TOXIC WASTE. CARTER-says that REAGAN is in a bind between favoring industry and keeping corporate taxes low and the fact that a veto of Superfund will hurt his party in the elections. 31 REPUBLICAN SENATORS have signed a letter urging REAGAN to sign the bill. The ENVIRONMENT is one of the few areas where DEMOCRATS are considerably stronger with voters.
