The same van is parked next to a pile of burning tires. The operator is using a hose from the vehicle to put out the fire. CU the operator wearing a very strange looking protective suit. Shots of the van, bearing the emblem of the City of Portsmouth, driving along spraying the streets with water from sprays on the top. The driver and his mate are wearing protective clothes and gas masks. Possibly planned to clean chemical spills or even gas attacks. | |
