M/S of the boy scout holding the flag, several official looking adults, including the mayor, stand behind him. The mayor salutes as another crocodile of girls passes the flag. Panning M/S of the flag holding scout and the group of officials, another scout stands with them, holding the lead of a Bull Dog. C/U of the dog, he sits on a special little table.
