| Description: | In his state of the union message to congress, president Eisenhower sums up the extent of recent Russian military and scientific advance, and sets forth a broad program to meet the threat of a major shift in the balance of power. Establishing shot - President Eisenhower walking up to the podium turns around shakes hands with Secretary of State Dulles and Vice President , Nixon President Eisenhower addresses the audience: "There are two tasks confronting us that so far outweigh all others. That I shall devote this years message entirely to them. The first is to ensure our safety through strength. As to out strength I have repeatedly voiced this conviction. We now have a broadly based and efficient defensive strength. Including a great deterrent power which is for the present our best guarantee against war. But unless we act wisely and promptly we could loose that capacity to denture attack or defend ourselves. The threat to our safety and to the hope of the peaceful world is simply stated. It is communist imperialism. The Soviets are in short, waging total cold war. The only answer to a regime that wages total cold war is to wage total peace. (applause) This means bringing to bear every asset of our personal and national lives upon the task of building conditions in which security and peace can grow. I am confident that the response of the Congress and the American people will make this time of test, a time of honor. Mankind will then see more clearly than ever that the future belongs, not to the concept to the regimented atheistic state but to the people. The God fearing, peace loving people of all the world."
