A band on horseback leads carnival procession though the streets of Nice. A high shot reveals few people in the central observation seats Cut to a shot from the same location in 1921, when the seats are full [notice the movement of the people; this 1921 footage was shot at a slower speed than the 24 fps sound film]. Another library shot, this time of the seats filled with umbrella-wielding individuals, illustrates the narration's assertion that bleak weather had not previously kept people away. Float with a large elephant passes by. Bride and groom followed by the wedding crowd - they all have huge heads - great masks. A float with a big pirate lying on top passes camera.
