GV. Flags of N.A.T.O. Nations in conference room behind table. LS. Delegates seated at table, whilst a French delegate is speaking. MS. French delegate finishing his speech, and walking away from microphone. MS. U.S. Chairman speaking:- "Gentlemen, it is now my pleasure to call upon the deputy of Greece, His Excellency ???" MS. The Greek deputy walking to microphone, and commencing speech:- Mr. Chairman As a representative of a country which together with our friends, The Turkish Republic, has only recently entered the Atlantic Pact.... 'MS. The American chairman speaking;) 'I now have pleasure of calling upon our colleague, The Deputy of Norway His Excellency Diag Frees (???) MS. Norwegian deputy walking to microphone:- 'Mr. Chairman, somehow or another this also is a day of..... and I'm sure that I'm speaking on behalf of all of us, When I say that I'm speaking having been associated with N.A.T.O. (Norwegian deputy speaking (Nat. snd.) for quite a time... and having been privileged to work with you, Mr. Chairman, It has been a special privilege. Instead of talking today of past accomplishments. MS. Chairman calling upon ?? (Bad Sound.) Delegate comes to microphone, and commences speech, in French LS. speaking yo delegates seated around the conference table LS. Chairman stands and thanks the French delegate. Says ;- 'I now have the pleasure of calling upon General Alfred M. Guenther, Chief of Staff, extreme Allied Commander Europe' MS. Guenther at Mao on easel speaking:- '.....headquarters at Oslo under Admiral Grant, commanding the Army, Navy and Air Force in that area. A. central sector where at Fontainebleau under General Juin, the Commander of land forces, General Norstad the Air forces, and Admiral the naval forces and in the Southern sector, headquarters ..... at Naples and including the newly incorporated nations of Greece and Turkey. Commanded in that area under the command of Admiral Carney all of the land, air and naval forces, The Area in General Eisenhower's command therefore tends the Northern tip of Norway and around to include Turkey....necessary at the end of the year to....' GV. Delegates seated at table Guenther w speaking:- "Again this year significant progress has been made in both of those fields. Our plans are now up to date, and with the forces which have been committed to Gen. Eisenhower's command, they will give...' GV. Delegates listening to Guenther:-"......Something less than one thousand operations aircraft, a significantly greater number at this time. There were several great decisions, that came out at Lisbon I make no....' Sound only - no picture. Guenther;- "Field Marshall Montgomery, Air chief Marshall Saunders, Admiral Lemoigne are constantly....' GV's Delegates listening to Guenther:- '...was also at Lisbon that significant decisions were made to provide the S.H.A.P,E. forces with additional Airfields. CU. (Side view) one of the delegates listening. MS. Guenther speaking to Lord Ismay:- 'General Eisenhower's great appreciation that you have agreed to accept this very important post. We have absolute confidence in you. And we think that your organisational abilitiesm your energy and above all, your keen sense of Humour will make you an ideal choice for this position. We pledge you our support and will do everything you wish us to do, and we look forward to your arrival in Paris where we can have many conferences with you on some of the......' MS. The Chairman speaking'...... our debt of gratitude to her Majesty's government for the warm hospitality. co-operation extended to us in the past years in increased by it's generous action in calling Lord Ismay to this task. We who have served in the organisation, are proud to see him in this new post. To him go the wishes of all, for success in discharging this task upon which so much depends and by virtue of the action, the North Atlantic Council declaring him vice chairman of that council and secretary general of the North Atlantic Treaty Organisations. LS. Lord Ismay rises and speaks:- 'Mr. Chairman gentlemen. I am most deeply grateful Mr. Chairman, for the warmth of your welcome, and the encouragement of your good wishes. I should be less than human If I did not feel a special glow of gratitude for the message I received from general Eisenhower. I take tasks with keen anticipation, but in proud humility, since I realise how big it is. I was, as my old friend Gen. Grunther has hinted, or rather more than hinted, a little doubtful about N.A.T.O. in general, and ,........ in particular. I thought that there were too many committees, too much talking and very little action. But now that the mantles have fallen on my.... I am immensely uplifted that is has been given to me to try and make my contribution towards so vital a task. Now I am still obviously groping in the dark, but one thing is crystal clear and that is that the council of deputies and the international agencies working under them have made already a most solid foundation. Sound only - No picture. Ismay speaking:- '.... leaving us for other shares of public service They have earned the gratitude of free men all over the world for the part they've played in this great..... We wish them God speed' MS. Ismay speaking at microphone:- to move forward in comradeship, with faith in each other's purpose Tolerant in each other's shortcomings, and confident in the future of our work. (applause as Lord Ismay sits down.) MS. The chairman speaking: - 'Gentlemen, I declare the meeting closed'. MS. Lord Ismay seated talking to another delegate.
