A gate opens and several people go through lead by a man and woman, most probably Mayor of Lambeth and his wife - very dark almost unclear. A man wearing a top hat starts to speak - natural sound: "These flats" - as he talks camera pans along new council estate, a vaguely half-timbered three story complex with exterior entrances to each unit surrounding a central courtyard with a swimming pool (not unlike a Motel 6). Man continues: "which... Mayor of Lambeth has just declared open... inclusive rent of 30 shillings per week... they get a swimming pool, tennis courts... a bathroom,... central heating... hot water."
