He says "in accepting this Chairmanship, I would like to tell you that Her Majesty's Government intended to indicate their close and continuing interest in European problems, and I can only assure you that I will do the utmost that in my power lies to live up to the high standards, and expert leadership, given you by my predecessor, Dr Sicket (sp?
