Description:"Europe, with its vast art collections and history, has been free of war for over four decades now. The museums represent vast treasures, and are huge windows of history. The 1975 Helsinki Confrerence was called by the Soviet Union, and many agreements were signed which became the basis of the Soviet Union's foreign policy. However, the treaty was not ratified by the U.S. Congress. The Soviet Union is committed to the letter and spirit of the Helsinki agreement, and the people of the country back their government in having a moratorium on nuclear testing, cutbacks on medium range missiles, full ban on space weapons. War is not acceptable; peace is man's natural state."
