Eisenhower for a gala international ceremony formally opening the St. Lawrence Seaway, an historic occasion observed with ceremonial splendor and nautical enthusiasm. In a ballroom setting, the queen dances with a man (the mayor?). Queen is wearing a very fancy dress and crown/tiara. President and Mrs. Eisenhower deplane, greet Queen Elizabeth and Prince Philip. Motorcade. Crowd seated in outdoor stands. Elizabeth at microphone, then Ike at microphone (no nat sound of them speaking). The Eisenhowers and the royal couple on board ship as it gets underway. Prince Philip hands Ike some binoculars.
