| Description: | PRESIDENT KENNEDY SIGNS TEST BAN TREATY "Historic Signing: President Ratifies Test Ban Treaty" President Kennedy makes a short speech making a commitment to world peace as he signs. Washington DC, United States of America / USA GV White House through trees. Various shots, around the Treaty Room in the White House where the peace pact ending the Spanish-American War in 1898 was signed. MS US President John F Kennedy is seated at his desk surrounded by senior Congressmen and Administration members, possibly including Senator Hubert Humphrey. He signs the Nuclear Test Ban Treaty (four leather-bound documents, one each for the three pact members and one for the National Archives) and presents pens to the men around him as souvenirs of the signing. The President says that the Treaty need not fail, but if it does it would not be America's fault. More efforts should be made, he adds, to promote better understanding and more non-proliferation treaties signed. (Sync sound). | |
