GRAMM says that he didn't get any favors from the Democrats in getting on the budget committee, thus, he didn't "betray" the party in any way. Discusses fighting for REAGANOMICS and developing the conservative bipartisan coalition behind REAGANOMICS. GRAMM stresses his active role in promoting his fiscal ideas. Advocates smaller government and less taxes. Says that it's clear where Phil Gramm stands on the issues, contrasts to Clinton "reinventing himself" every few months and Bob Dole running his third campaign on his third platform. Voters can "read my record". Says he is the candidate for change in government. 21.40.25-GRAMM says he wants a tough Federal immigration policy, more border patrols. He would push for more strict WELFARE REFORMS-Work Requirements, denying benefits to immigrants, and serious policies against illegitimacy. Says that the current welfare policies "subsidize illegitimacy". GRAMM says he opposes ABORTION, opposes tax funding for ABORTION, gives a vague allusion to the kinds of judges he'd appoint as President. He opposes AFFIRMATIVE ACTION and wants to award jobs on "merit". He will overturn executive orders of AFFIRMATIVE ACTION and abolish the much-demonized "quotas" and "set-asides". GRAMM says that he would fight for a BALANCED BUDGET AMENDMENT, but absent an amendment, he will submit balanced budgets. 21.44.10-Bode comments on the rolling back of many New Deal entitlement programs like Medicare. Asks if the Republicans are going too fast. GRAMM says that the public supports the Republican Revolution policies, they will be good for the country after initial resistance. GRAMM says he will work to eliminate several cabinet departments, including merging the Departments of Commerce and Labor, says that workers and businesses don't have great differences. Says he'll eliminate Department of Energy, and in general will ax unnecessary programs and give local governments more authority and let parents keep tax money to take care of business themselves. Bode mentions allegations in Bob Packwood's subpoenaed diary pages that GRAMM and PACKWOOD together conspired to engage in felonious campaign financing. GRAMM laughs off the allegation. 21.46.54-GRAMM says he'd like to reform CAMPAIGN FINANCE by banning "SOFT MONEY", contributions through Political Action committees and non-specific donations to party committees. Says that RALPH NADER and other critics of GRAMM are financed by secret means. Says that PAC'S facilitate donations without accountability [of course, as long as it's legal, GRAMM will definitely take the money!!!]. Discussing his potential running mate, GRAMM says he will pick a CONSERVATIVE but won't have litmus tests on single issues. Says that his wife as First Lady would be knowledgeable about government matters and a trusted advisor, but wouldn't be an independent operator. In terms of style, GRAMM says he likes Ronald Reagan's style of strong identity and commitment to principles. End of GRAMM interview. Titles show GRAMM'S record of academic achievement, and prowess with fundraising, including a single evening fundraiser that garnered $4 MILLION. 21.50.07-Panel discussion of GRAMM'S candidacy. Discussion of GRAMM'S ouster from his House committee assignment while still a Democrat, one reporter says that GRAMM has glossed over allegations that he was leaking the Democrats' battle strategies to the Republicans. GRAMM is at the forefront of cutting budgets and devolving authority to the states and local governments. One notes that GRAMM has a "likability" problem even with Republican voters. Gramm's strategy is to get into a one-on-one race with Bob Dole. Most Senators favor DOLE over GRAMM, it appears his Senate colleagues also personally dislike GRAMM. 21.54.44-Bode wraps up/signs off.
