France's Minister of Public Works Yves Le Trocquer & Minister of War Andre Maginot, on a visit to the occupied Ruhr area, inspect work at tip of coal mind; see occupation forces clamp down on illicit trade betweeen occupied and unoccupied Germany; German inflation soars to incredible heights. Footage is related to the 1923 Franco-Belgian re-occupation of the Ruhr district where much of Germany's industry was located; this had a disastrous effect on the already shaky German economy. Opening title (in French) says that Trocquer is checking up on the execution of his instructions which have made possible an increase in amount of coal extracted. Wide shot showing box cars sitting on track, all alongside of which lies a huge heap of crushed rocks/coal; workers walking to and fro in FG. LS workers shoveling rocks both in FG at rt and in BG where a conveyor belt is carrying coal upwards to dump it into boxcar. MLS The visiting French government ministers & entourage (group of men in suits; coats; hats) standing beside railroad track as train is departing in BG. MS 2 workers shovelling rocks onto the conveyor belt. Officials and a few French army officers stand chatting in 2's & 3's while in FG two workers are shovelling. Brief shot man working. MLS some of the visitors stand by railroad tracks w/ giant rock pile at left. Train w/ boxcars filled with coal passing in city, w/ buildings; smokestacks in BG. LS Minister of War André Maginot and other French officials & French Army officers walking between long coal trains standing on tracks. MS group walks past pile of coal near train tracks; this group includes also another officer (American?).Title (in French) tell of the Army's seizure of merchandise & cash from clandestine trade between the Ruhr and non-occupied Germany. LSs French officer looking at boxcars & making notes as French soldier stands guard. LSFrench officers opening the back of truck & looking in crates; truck says "Schutz, Franck & Ce, Dortmund." MLS French offiecers rifling through crates on truck. Belgian officer shows that these vehicles have been chained together so they cannot be moved. Belgian officer looking at (new?) automobile w/ wheels chained parked behind truck. Officer takes a couple packages from a big stack. MCU he checks contents of package which appears to be chocolates. CUs of other packages of foodstuffs including meat. MS young French soldier stands guard in front of a 8+ ft high wall of stacked packages. German inflation leaps to incredible levels in 1923 as the economy collapses, the mark falls lower & lower (In January 1923 US$1 =- 7.5 marks, by November $1= 631 BILLION marks!!!!); prices in German shops rise higher & higher.
