01.01.09 Paul Duke - 1982 Congressional Elections. One of the biggest battles in the House is in the Midwest, where Republicans gained in 1980 to close the gap, but Democrats in 1982 hope to capitalize on bad economy. Local issues, especially farm issues, can sometimes override national concerns. Intro report on race in 3rd Wisconsin district.
01.02.04 Do not use radio broadcast audio. Shot of a dashboard radio, driver's hand tunes the radio to a farm report. Shot of Cadillac disappearing down rural road past a "Wisconsin Welcomes You" sign.
02.25 Do not use radio broadcast audio. Rolling hillsides in Wisconsin farmland.
02.56 Dairy farmer, Edgar Ranney, talking about his high debt burden, (I have roughly a $300,000 debt load. And there isn t any extravagant.) Now on my debt load I have to take $3600 a month into the bank before I have penny one to buy feed or clothe my family or feed my family or buy the necessities for my family. $3600 is on the books for debt load first.
03.17 Farmer and his farm and herd of dairy cows. Dairy farmer pushes a small calf along in a pen.
04.32 Farmer, Charles Dow, older than the first, (The older, more established farmers are sitting in a relatively stable position.) But the young farmer that s starting out is in a very difficult situation. In the last 10 years, we ve had a considerable number of young farmers that did get started.
04.41 Shots of milking machine in a dairy. Cows being milked.
05.06 Farmer, Charles Dow, They are just rather disillusioned with what he (Reagan) has accomplished so far. And I ve talked to quite a few of them and they re indicating that they re probably going to be voting Democratic in this quite strongly this time.
05.19 Representative Steve Gunderson (R - Wisconsin) We have about 500,000 people in this Congressional district. And I think we have around 570,000 cows. So if I could get the cow vote, I could probably make it.
05.41 DO NOT USE Stills of Steve Gunderson with Ronald Reagan.
05.46 Steve Gunderson (R - Wisconsin) nameplate on bench of House Committee.
06.03 Steve Gunderson (R - Wisconsin) (We ve just been one of the leaders in opposition to what the Reagan administration has tried to do in terms of those cuts. When you look at those things, I don t think they can say Steve reflects Reagan s opinion on issues that hurt our district. Because we don t
06.12 Paul Offner (D - Wisconsin Candidate) I think that Steve is an example of many, many Republicans who voted with Ronald Reagan in 1981, because it was the popular thing to do, or maybe they believed him. And then as the winds started to shift, they ve started to be critical of Reagan, they ve started to distance themselves from Reagan.
06.34 Paul Offner (D - Wisconsin Candidate) meeting dairy farmers on campaign.
06.41 Dairy farmer, Edgar Ranney, The thing that many farmers who will still vote for Steve Gunderson see in Steve, is that he went to Congress and as a freshman Congressman, bit the bullet for us back home. He didn t go along with Reagan s plans entirely. He didn t back Reagan on a number of other programs because they were not in the best interest of the people back home. And you know, at least the farming community, has a great deal of admiration and respect for a man that will say this may not be the healthiest thing for me, but it is the healthiest thing for the majority of the people, so this is why I m doing it. And I think that if this race can be saved for Steve Gunderson, this is what s going to do it.

08.01 Signs for the Pleasantville, Wisconsin general store and a car dealership, owned by parents of Steve Gunderson (R - Wisconsin). Shot of three guys speeding down the street on a big red tractor.
01.08.12 Steve Gunderson (R - Wisconsin) I like people. I don t like to be known as Congressman ; I like to be known as Steve .
08.15 Dairy farmer, Edgar Ranney, I think he (Steve Gunderson) comes across as being a down-to-earth sort of guy that most of us can meet downtown on Main Street.
08.24 Steve Gunderson (R - Wisconsin) campaign flier with a Spaghetti Sauce Recipe printed on the back.
08.35 Steve Gunderson (R - Wisconsin) I guess we started with my mother s chocolate chip recipe, or my Grandmother s, whatever it was, and it s sort of become a tradition. You go to a parade and you will find that everybody else, their brochures or their card is in the gutter when the parade is all done and people have gone home. You ll never find our. People keep it.
08.50 Paul Offner (D - Wisconsin Candidate) meeting with two dairy farmers. Paul Offner, The point I guess I m trying to make is that this flow of international currencies into the United States, trying to buy up dollars as a result of the interest rate so high here, has now resulted in the dollar being very seriously over-valued. (edit) It s so hard to explain to people that the Reagan budget directly lead, is directly leading to a cut in the price of milk.
10.07 Paul Offner (D - Wisconsin Candidate) That s terribly important in these small communities to become identified as somebody who cares about local problems, who will listen to people. That s really why people vote for one candidate over another.

11.05 Parents in stands. On-field action in high school football game.
11.36 Steve Gunderson (R - Wisconsin) I think any member of Congress has to indicate to his people, that he s putting the interests and concerns of his district at least on an equal importance with his support for the administration or the President, if not a higher importance than that. Because by the very definition of our Constitution, a member of the Congress is to be a parochial representative of the people in the district he represents.
11.59 Paul Offner (D - Wisconsin Candidate), I think it s a referendum on Reaganomics in the sense that this is a marginal district with a lot of people who are directly affected by Reagan s policies. It remains true though, that these local elections in the 3rd district are in fact, decided typically by all sorts of other things. As you said the candidates, involved, local issues, local trends, local questions. So, I think it ll be interpreted as part of a national referendum. It probably should only partly be interpreted that way.
