MICHEL says it does, and if REPUBLICANS had a chance to write the rules, they'd limit the number of subcommittees and change rules to get more members in the floor for debate. Committee system results in not getting much done, but it doesn't look like there will be reforms. Says that TIP O'NEILL is going too far in amassing "autocratic power" in Congress by changing House rules. He'd like a crack at being a Majority party leader. 20.19.10-Ahead for the 98th Congress-MICHEL says Congress will be more LIBERAL, it will be harder to build COALITIONS for REAGAN'S policies-REPUBLICANS even have more moderates and fewer conservatives in House. Says DEMOCRATS are obligated, with their 103 seat margin, to come up with positive proposals of their own if they don't like REAGAN'S ideas. The governing coalition will shift away from the right. REPUBLICANS have their work cut out for them.
