Representative James Broyhill (R - North Carolina), It is a bipartisan piece of legislation. It is designed to make some mid-course corrections or adjustments in the nation s air quality laws to permit the statutory objectives to be achieved more efficiently.

Representative Richard Shelby (D - Alabama), Although it s a little belated in getting started, six months or more, maybe a year, we are on the road now and I believe this is a good year. And the fact that it s an election year shouldn t bother any one of us. That shouldn t be a threat to anybody.
Representative Toby Moffett (D - Connecticut), says that the Public wants to protect the CLEAN AIR ACT. My friend from Illinois says we move ahead now with serious consideration of 5252 of all things we ve heard this year. Hardly, I would say - hardly. I m just really pleased that we are doing this in an election year. And I think the public will keep a watchful eye, a watchful eye on the proceedings.

Hart testifying, I don t believe that bill is going to pass the Senate. I think there will be - I can almost assure you there will be what we over there call protracted debate. And given the other problems that Congress faces, and our country faces, I can tell you I don t think Majority Leader Baker or others in control of the body are going to want that as time moves on, as we get closer to this election.

Representative James Broyhill (R - North Carolina), Colorado has had tremendous growth over the last decade or so. It is my understanding that the number of automobiles which is indicative of the number of people moving in there, has gone up substantially. It seems to me, if you have a land use problem in your state, you ought to address that in your state and not be asking us to impose certain restrictions that may apply in your particular area, but then will have application nationwide.

Representative Barbara Mikulski (D - Maryland), Would you consider some type of criteria that for delay - not necessarily rollback, but delay - that would take economic hardship into consideration? Senator Gary Hart (D - Colorado), Keep in mind, that if we ever present the working people of this country with a choice that they can have their jobs, but give their children and their grandparents respiratory diseases, I think we re in hell of a shape as a nation. I don t think we re there yet, even in hard-pressed pockets of this country. I just don t think the United States of America has to tell people to get their jobs back; they re going to have to pollute their children s lungs. I don t accept it.
