We hope never to need them, but so long as any dictatorship builds powerful armed forces, so long must Democracies if they are going to be left in peace, evidence their determination to defend themselves by maintaining adequate forces in being, and adequate state of preparedness...human and material resources, the skills, the initiative, condition and devotion of free men and it also has a dynamic idea, which can give us confidence that the future belongs to freedom.
